Sébastien Raoux is a climate change and sustainable development expert with over 20 years of experience as an environmental scientist, a specialist in international environmental law, and an entrepreneur. As a lead author of the 2006 Guidelines for National Greenhouse Gas Inventories, he has been distinguished for his substantial contribution to the work of the United Nations Intergovernmental Panel on Climate Change (UN-IPCC), which was co-awarded the 2007 Nobel Peace Prize along with former Vice President Al Gore "for their efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change" (The Nobel Peace Prize 2007).

Sébastien’s scientific and technical expertise in the fields of climate change mitigation and sustainability includes the development of low-carbon technologies, greenhouse gas (GHG) emissions quantification, management, monitoring, reporting, and verification (MRV), environmental impact assessments (EIAs), life cycle analysis (LCA), the optimization of manufacturing processes, operations, and supply chains to mitigate environmental impact, and the design and implementation of energy efficiency, renewable energy, and emissions trading projects. His legal, policy, and financial expertise comprises analyzing and drafting environmental and climate change laws and regulations, assessing the impact of sustainable development policy instruments, advising on climate finance, energy and environmental commodities markets, power purchase agreements (PPAs), and emissions reduction purchase agreements (ERPAs), the development of business, marketing, and investment plans, as well as market and economic valuations, the management of intellectual property portfolios, the design of technology transfer and licensing strategies, and carrying out due diligence procedures for mergers and acquisitions. Among the industries he served are high-tech manufacturing, in particular of electronics —semiconductors, flat panel displays, photovoltaic (PV) devices, microelectromechanical systems (MEMS) and nanotechnology applications—, the energy sector (renewable energies, energy efficiency, energy production and distribution, access to energy), waste management and remediation (collection, reclamation: recycling, waste-to-energy, etc.), mining and the extractive sector, agriculture and agribusiness, transportation, and various service activities such as financial services (investment banking), the hospitality sector, legal and advocacy services, and education.

A recognized researcher and innovator in environmental technologies, Sébastien is the inventor of 24 patents, the author of more than 30 articles in technical journals, and he has developed 3 Clean Development Mechanism (CDM) methodologies for large-scale projects as well as several CDM projects expected to save globally over 2 million tons in CO2-equivalent emissions per year. Also, he has delivered over 100 speeches at international conferences and given lectures at numerous prestigious universities such as the University of California, Berkeley, Stanford University, Columbia University, the Presidio Graduate School of Management, and the universities of Orléans and Bordeaux. Additionally, he is experienced in strategic development and management of multi-million dollar projects, having demonstrated solid leadership and mentoring skills and conducted business in over 30 countries in Europe, the Americas, the Asia-Pacific region, and Africa.

As President and Chief Executive Officer (CEO) of Transcarbon International, Architects of Sustainability —an independent consulting firm assisting the private sector, the public sector, the voluntary sector and civil society organizations in implementing sustainable development practices—, Sébastien leads project teams worldwide, ensuring top quality deliverables in the fields of climate change, energy, and sustainable development. He provides technical consultancy and regulatory compliance services to Fortune 500 corporations, small businesses, industry associations, and the public sector, as well as advice to international organizations, development institutions, and governments on their environmental and climate laws, standards, and policies. Prior to founding Transcarbon, he was the Director of Technology for Ecosys, a Division of Applied Materials Inc. and a leading provider of environmental abatement systems and services to the electronics industry. On behalf of Applied Materials and in recognition of his personal involvement in the development of the Remote CleanTM technology, he had the honor of receiving a Research and Development (R&D) 100 Award and the Climate Protection Award from the Environmental Protection Agency of the United States (US EPA) for environmental leadership in the semiconductor industry. He has served as a member of the Executive Technical Committee on Environmental Health and Safety for Semiconductor Equipment and Materials International (SEMI) and as Secretary of the Division on Technology for Sustainability of the American Vacuum Society (AVS). Before developing his career in Silicon Valley, he obtained a Post-Doctoral Grant from the French Government to conduct research and project development as a Visiting Scientist at the Lawrence Berkeley National Laboratory in the United States of America.

Sébastien holds a Doctorate (Ph.D.) in Physics with highest distinction and a Master of Science (M.Sc.) degree in Electrical Engineering from the University of Bordeaux (France), a Juris Doctor (J.D.) degree from the Santa Clara University School of Law (California, United States of America) where he specialized in International Environmental Law and Policy, and he is a Member of the California Bar Association.

A dual national of France and the United States of America, resident in Argentina, he is a French native speaker, also fluent in English, and has an intermediate command of the Spanish language and a basic working knowledge of German.
