Matías Linder has over 20 years of experience in institutional and organizational development and human resources, as well as in program and project management, including monitoring, evaluation, and reporting. He has worked in Latin and North America, Europe, and South and Central Asia for multinational corporations, the European Union, non-governmental organizations (NGOs), governments, and international development institutions.

Initially, he joined Transcarbon International, Architects of Sustainability, in 2013 as Senior Consultant for Central America, then he served as Global Project Manager and Head of Transcarbon’s office in Europe. Currently, he is Transcarbon’s People, Organizational, and Institutional Development Advisor, supporting operations worldwide within his fields of expertise. He is responsible for providing consulting services and advice, as well as management, monitoring, and evaluation of projects concerning people, organizational, and institutional development, human resources selection and training, and ensuring contractual compliance, and for engaging with project stakeholders and designing capacity building activities as needed. In 2015, Matías integrated Transcarbon’s team for the World Bank Group (WBG)’s global project “Regulatory Indicators for Sustainable Energy (RISE)” in the Latin America and the Caribbean region.

Throughout his career, Matías led and managed modernization and development processes for international agencies of the European Union, for the Ministry of the Environment and Natural Resources of El Salvador (MARN) with funding from the Climate and Development Knowledge Network (CDKN), for the Secretariat of the United Nations Convention on Biological Diversity, for NGOs in Bangladesh through the United Nations Office for Project Services with funding from the United States Agency for International Development (USAID), and for the Ministry of Education of Afghanistan through The Asia Foundation, also funded by USAID. Among other assignments, he has implemented and managed projects related to strategy, quality management, results-based-management (RBM), process improvement, systemization of processes, leadership and management development, in addition to learning and development.

He has worked in multicultural environments for over 15 years, successfully building networks, partnerships and bridges, bringing people together to design, plan, and implement improvements and solutions to their organizations. He has lived in Argentina, New Zealand, Germany, Spain, Ireland, Portugal, El Salvador, Bangladesh, and Afghanistan. He travelled the world extensively, including Asia, Africa, Europe, and the Americas.

As LEAD Fellow, Matías was involved in the delivery of LEAD’s European Programme and is an active member of its extensive network with around 3,000 members worldwide. Previously, he earned a Post-graduate degree in Organizational Development from Heriot-Watt University (United Kingdom), another Post-graduate certificate in People Management in Humanitarian Settings from the University of Geneva (Switzerland), and a Bachelor’s (B.A.) degree in Human Resources Management from Universidad del Salvador (Argentina).

A dual national of Germany and Argentina, based in Portugal, he is a Spanish native speaker, also fluent in English, German, Italian, and Portuguese, and has an intermediate knowledge of French.
