Diego Margulis is a specialist in energy use, energy economics, and energy regulation, with over 10 years of experience in the Latin American energy industry. He conducts comparative regulatory studies, carries out economic and financial analysis of energy projects, and provides regulatory advice for the electricity sector.

Diego joined Transcarbon International, Architects of Sustainability, in 2016 as Senior Consultant on Energy Use, Energy Economics and Regulation, and Electric Markets Administration and Special Consultant on Argentina, after having volunteered valuable information concerning Argentina upon the collaboration request of Transcarbon representatives for the World Bank Group (WBG)’s global project “Regulatory Indicators for Sustainable Energy (RISE)” in 2015.

In parallel, he works for the Argentine Wholesale Electricity Market Administrator (CAMMESA) as a specialist in long term contracts, providing regulatory advice to Argentina's large electricity users. Some of his past assignments included the verification of audits of electricity distribution companies in Argentina and contributing to the drafting of regulations related to energy efficiency policies such as the old appliances replacing plan and the promotion of cogeneration concerning large users.

In his teaching role at the University of Buenos Aires, Diego participated in several regional congresses where he presented econometric models associated with electric demand. Also, he was part of the team that advised Argentina in the quantification of damages in the dispute procedures initiated against this State by the company Total S.A. claiming monetary damages due to unexpected regulatory changes in the electricity sector, in the framework of the Convention on the Settlement of Investment Disputes (ICSID) formulated by the Executive Directors of the World Bank.

Diego holds a Master’s degree (M.Sc.) in Energy awarded by the Centro de Estudios en Actividad Regulatoria Energética, CEARE (Center for Studies in Energy Regulatory Activity) of the University of Buenos Aires (Argentina), a Certificate of Specialization in Electricity Market Management from the Instituto Tecnológico de Buenos Aires, ITBA (Technology Institute of Buenos Aires) (Argentina) and a Bachelor’s (B.A.) degree in Economics from the University of Buenos Aires (Argentina).

He is a national of Argentina, a native Spanish speaker and fluent in English.
